As a matter of practical policy it would be a

very good thing to get rid of these criminals who

make H. Kong a base for carrying out robbery

and piracy on the strength of their British

nationality, and having regard to the fact that

they are held to be Chinese subjects in China

by the Chinese Govt., I think we might allow power

to be taken to deport them in special cases with-

out prejudice to the immunity of British-born

subjects from banishment in other parts of the

Empire.

Subject to a decision on this point we might

now put to the 0.A.G. the points raised in the

minutes on 28759.

the receipt of your letter No.28759/1913, of the 6th. ultimo,

regarding the deportation of undesirable persons fron

Hongkong.

Sir E. Grey is advised, that, from the point of view of

this Office, there is no objection to the deportation from

Hongkong to China of persons who by Chinese law are Chinese

citizens and who are not regarded by Great Britain as

entitled to British protection in China.

The question whether it is expedient to deport from

Hongkong persons who in Hongkong are British subjects and

entitled to the rights which British nationality confers

would appear to be one which must be decided by your

Department, and Sir E. Grey does not feel competent to
